Severe weather events pose a significant risk to community electrical infrastructure. Local authorities in Florida have prioritized grid development strategies to offset this risk via the increased burial of electrical transmission lines. To this end, Florida Power and Light (FPL), an industry-leading energy utility serving over 10 million customers in Florida, has allocated resources exceeding $4 billion for new and upgraded underground electrical infrastructure throughout its service area, 47% of which is currently underground.

FPL contracted Irby in April 2019 to provide ongoing technical support services related to customer outreach, engineering design, construction, and maintenance of several of these underground assets. For its pilot community project, 100% homeowner approval was required to enable the diversion of above ground FPL lines using Irby’s conduit, HDPE, and pad-mounted underground equipment solutions. To avoid outages, the work was performed while energized, with one circuit route totaling ~1.6 miles of 13.8kV distribution line delivered within a 45-day work schedule and with zero lost-time incidents. Irby’s directional boring solution was ideally situated for the scope allowing for minimal excavation and environmental impact to residential properties.

With strong community support, Irby and FPL have already carried out 8 “Storm Secure” projects together in and around Sarasota and Manatee counties with planning underway for at least 85 additional deployments.

Online since 2016, Xcel Energy’s (“Xcel”) 120MW Comanche Solar project is the largest solar project east of the Rockies (~3.5 megaton carbon offset), generating enough energy to power more than 31,000 homes. Under EPC contract with Xcel, CG Power USA Inc. (“CGP”) subcontracted Irby in December 2015 to construct a 34.5/230kV substation for the project including a 2.5 mile 34.5kV interconnection between the east and west solar fields and a 230kV underground transmission line from the substation to Xcel’s Comanche Generation Station. The Irby work scope was completed in under six months with zero lost time incidents.

Garland Power & Light (“GPL”) is a not-for-profit municipal utility serving nearly 71,000 customers in and around the city of Garland, Texas. In May 2016, GPL contracted Irby to construct the greenfield 138kV Lookout substation. The project scope included all surfacing, grounding, structure erection, bus/equipment installation, cable trenching, conduit systems, testing, and substation site restoration. Irby was assisted by American Site Builders for foundations and footings construction. The project was completed on schedule and to budget in November 2016.

The Imperial Irrigation District (“IID”) is a substantial public water and power provider located in southeast California. For over 35 years, Irby has provided call-out services including transmission, distribution, substation, and underground construction work for the IID Energy Service Territory (“EST”) which covers 6,471 square miles, including all of Imperial County along with parts of Riverside and San Diego counties.

As a not-for profit, publicly-owned utility, IID serves electricity to more than 150,000 customers in the EST and Irby is proud to be a regular and ongoing technical contributor to the safe and reliable operation of its grid infrastructure.
